I think this picture was taken at Evans Bay, not Lyall Bay. The hills in the background are the city/Hutt Valley and possibly Somes Island. on the right. This website says the plane with hydrofoils was tested at Evans Bay. https://archivesonline.wcc.govt.nz/nodes/view/148662
