This is the Universal Bond building, which filled the block formed by Water, Bond, Liverpool and Crawford Streets -- it is shown on page 168 of Alex Trapeznik's 'Dunedin's Warehouse Precinct' (www.genrebooks.co.nz/ebooks/DunedinsWarehousePrecinct.pdf) The site is now occupied by a car park for the Distinction Hotel, the former Central Post Office (in Princes Street). The photos show the Universal Bond from the south-west corner (Bond & Liverpool Streets) -- the tall building on the far left of 14-3680 is the NZ Express Co. building, further north up Bond Street.
