Sir/Madam. The three crowns on the epaulettes are the rank of a Chief Traffic Officer or Chief Traffic Instructor (CTO/CTI). Ministry of Transport rank epaulettes NEVER had stars and were NEVER referred to as Inspectors apart from back in 1928 ish.
