Page Numbering Machine.
Metal machine with four feet with holes to enable it to be screwed into a bench. Can accommodate paper depth of 500 mm. Metal base consisting of flat panel. At the end, there is a brass contraption with wooden handle to lower arm. Lever, causes dial to spin and changes number. Hand numbering machine (later models known as "Automatic Enumerators"). Each time a page is numbered, the unit number changes.
