Shell nose - shaped like a cone with 5 horizontal bands. There are holes drilled in the first 3 bands. The 3rd band looks like a dial with tick markings and numerals in the Arabic language (from 0 ~ 64). The bottom of the nose has ridges so that it can be screwed into the shell casing. The cone is warped, possibly from impact. Maybe made of iron.
